In the second year of King Darius, on the first day of the sixth month, this word of Hashem came through the Navi Chagai to Zerubavel son of Shealtiel, the governor of Yehuda, and to Yehoshua son of Yehotzadak, the Kohen Gadol:

bi-SHANAT sh'-TA-yim l'-dar-YAVESH ha-ME-lekh ba-CHO-desh ha-SHI-shi b'-YOM e-CHAD la-CHO-desh ha-YA d'-VAR a-do-NAI b'-yad-cha-GAI ha-na-VEE el ze-ru-BA-VEL ben she-al-tee-EL pa-CHAT ye-hu-DAH v'-el yo-SHU-a ben ye-ho-TZA-dak ha-ko-HAYN ha-GA-dol lay-MOR

Haggai lived in the days of Zerubbabel, son of Shealtiel, the governor of Judea. The Land of Israel was under Persian rule in Haggai’s days, but Jews were allowed to return and rebuild the Temple. Though they had permission to rebuild, the Jews were not motivated. Haggai’s prophecy of rebuke pushed Zerubbabel to begin building the Second Temple. Haggai was also a contemporary of the prophet Zechariah.
