Haggai lived in the days of Zerubbabel, son of Shealtiel, the governor of Judea. The Land of Israel was under Persian rule in Haggai’s days, but Jews were allowed to return and rebuild the Temple. Though they had permission to rebuild, the Jews were not motivated. Haggai’s prophecy of rebuke pushed Zerubbabel to begin building the Second Temple. Haggai was also a contemporary of the prophet Zechariah.
