1You shall bring forward your brother Aharon, with his sons, from among the Israelites, to serve Me as Kohanim: Aharon, Nadav and Avihu, Elazar and Itamar, the sons of Aharon.

28:2 For dignity and adornment
The verse says that the purpose of the priestly garments is for kavod (כבוד), ‘dignity,’ and tiferet (תפארת), ‘adornment.’ What is the difference between these two words? The Malbim explains that kavod is the honor a person gets for the things that are part of his inherent nature. Tiferet, on the other hand, is the glory one receives as a result of his own efforts and accomplishments. The special priestly garments signify both the dignity of their God-given position as well as the “adornment” of the accomplishments the priests would achieve by investing effort and energy in their elevated spiritual position.
3Next you shall instruct all who are skillful, whom I have endowed with the gift of skill, to make Aharon's vestments, for consecrating him to serve Me as Kohen.
